Four things to do

Who qualifies for the Disability Benefit

Directly: an intellectual disability (moderate to profound); autism with an intellectual disability; Level 3 or profound autism; Down, Angelman and similar syndromes; FASD with an intellectual disability; severe self-injurious behaviour; degenerative or palliative conditions; mobility needs like GMFCS 3–5; and At Home Program families.

Everyone else: a review of the reports you already have, across eight areas of need — communication, daily living, learning & thinking, safety & supervision, behaviour, mental health, medical complexity, lifelong outlook. One area can be enough; the bar is high.
